		<description>The Hacienda Luisita was not exempted from land reform but the compromise was the SDO approach in which farmworkers will own based on the MOA 33.296% of the outstanding capital stock of the HLI. But what happened is that income from the land is not distributed accordingly and there is no transparency in the transaction which is an injustice.   But there is the study conducted by GTZ showing the failure of the country&#039;s land reform whose aimed was merely to distribute land to the tillers without the attending technical and financial suport.  The failure of the innovative approach or the SDO in Hacienda Luisita is no different from the failure in the implementation of the CARP which even make the land tillers more empoverished.   So both things will be back to zero with the CARPER law.</description>
